Identical logic, different instruments

A ladder is a decision about time, not about which product you use to keep it: split money across several maturities so something matures on a schedule, then reinvest each rung at the long end when it comes due. That refusal to bet the whole balance on one rate is identical whether the rungs are CDs or bonds. What changes is what a rung is worth the day before it matures.

A CD rung has one number; a bond rung has a moving one

A CD's value never fluctuates before maturity. It is worth your deposit plus interest earned, and the only way to get less is to withdraw early and pay the disclosed penalty, a cost you can calculate in advance. A Treasury bond or note's price moves inversely with interest rates: if rates rise after you buy, the rung is worth less than face value today, and if rates fall, it is worth more. Held to maturity that movement is irrelevant either way, since both instruments pay their contracted or face value on schedule.

Treasury notes and bonds typically pay interest twice a year rather than compounding it the way a CD does, so reinvesting those coupon payments is a separate decision you make each time, usually by buying more of whatever is on offer at that point. A CD's interest, by contrast, compounds automatically inside the same certificate until maturity, with no action required from you.

A worked two-rung comparison

Consider a $20,000 ladder split evenly into two rungs, a 6-month CD and a 12-month CD. If the bank quotes 4.20% APY on the 6-month rung and 4.50% APY on the 12-month rung, each compounded daily, the 6-month rung on $10,000 matures at $10,207.84, or $207.84 in interest, and the 12-month rung matures at $10,450, or $450 in interest. Total interest across the ladder comes to $657.84, and the dollar-weighted average rate across the two rungs, sometimes called the blended APY, is 4.35%.

Build the same two rungs from Treasury bills instead and the mechanics change even though the goal does not. Instead of a fixed penalty for cashing out early, each bill can be sold any business day at whatever price the market is offering, a price that moves opposite to interest rates, the way a bond's does. Held to maturity, a bill returns its face value exactly like a CD returns its stated maturity value; the difference only appears if you need out early.

The blended figure above is a dollar-weighted average of the two nominal rates, not a measure of how much the ladder actually grows, since the two rungs run for different lengths of time. It is a useful shorthand for comparing one ladder's overall rate level against another's, but the total dollar interest, $657.84 here, is the number that reflects what the ladder actually pays.

Credit and insurance sit differently

A CD is insured up to $250,000 per depositor, per bank, so a ladder built entirely from CDs needs to stay under that limit at each institution or split across several. A Treasury ladder carries the full faith and credit of the US government with no dollar cap at all, which matters once a ladder grows past what one bank's insurance would cover. If you build a bond ladder from corporate bonds instead of Treasuries, you take on credit risk the CD ladder never has, and the higher yield on offer is compensation for that risk, not a free improvement.

Mid-course flexibility runs in opposite directions

A bond rung can be sold on any trading day at the market's price, which means you can shorten or restructure the ladder early without waiting for a scheduled maturity, at whatever gain or loss the market happens to be offering that day. A CD rung cannot be sold at all; it can only be closed early for the contracted penalty, a cost that is fixed and knowable in advance but not avoidable no matter how the timing works out.

That difference cuts both ways during the ladder's life. A bond ladder lets you shift rungs around as your plans change, at whatever price the market gives you that day. A CD ladder gives up that flexibility but removes the uncertainty entirely: whatever the penalty schedule says on day one is what it costs to exit early, unaffected by where rates happen to be when you need out.

Buying and selling mechanics differ too. A CD is opened directly with a bank in minutes and requires no brokerage account. Treasury securities are bought at auction through TreasuryDirect or via a brokerage, and selling before maturity requires that same brokerage relationship, which is worth weighing against the CD ladder's simplicity if you do not already have one.

Taxes depend on the state you live in

Treasury interest is exempt from state and local income tax everywhere; CD interest is not, except in the handful of states with no income tax at all. In a high-tax state, that exemption can make a lower-yielding Treasury ladder worth more after tax than a higher-yielding CD ladder, which is worth checking with an actual tax-equivalent-yield calculation rather than comparing headline rates.

Choosing

For most savers laddering a five- or six-figure sum with a firm timeline and a balance that fits comfortably under FDIC limits, a CD ladder is the simpler answer: no brokerage account, no price risk, and a maturity value you can state in advance. A Treasury ladder earns its place at larger balances, in high-tax states, or for anyone who wants the option to sell a rung early at a market price instead of a fixed penalty.

Nothing prevents combining them: CDs for the near rungs where a firm, insured number matters most, Treasuries for the longer rungs or for any amount that would otherwise sit above what one bank's insurance covers. A partial approach also works: hold CDs for the near rungs you are confident about, and leave the longest rung undecided until closer to when you would actually buy it, since a rate several years out is the hardest one to plan around regardless of which instrument you eventually choose.
